Those are proxy IP adresses. You download a proxy program and copy one of those into it so 4cuck thinks you're that IP. Of course, these are public so most of them are probably already banned.

My advice would be to just buy a quality vpn (like ~7$ a month), and then you'll be able to shitpost to your hearts content. VPNS also make it easier to evade bans since you can just change your IP the moment one gets banned. If you really want to be a pro shitposter you need one

however most ips are banned

mysteriumvpn works. paying for a 4chan pass works. if you or some relative of yours has access to your house's router, you could setup a VPN server there and use your house's IP even from your uni's campus. that should be as simple as flashing OpenWrt on your router and setting up OpenVPN.

stop lying. almost every normal consumer vpn is banned such as nord, mullvad, etc. because they all use shitty datacenter ips. get residential proxies or vpn, (not shitty 7$

on a second thought, OpenVPN might be overkill. it's kinda hard to configure if you've never done this stuff before and you would get some overhead. a SOCKS proxy would be neat for what you're trying to do. v2ray and shadowsocks both work well with OpenWrt.
